i noticed that the back of my phone was shattered, i was looking up my warranty and i have hardware and tech support for 12 months that originally comes with all iphone purchases. but i am not eligible for Apple Care Plus, what else can i do to not have to pay so much money to get it fixed? what does the hardware warranty cover?

There's nothing you can to minimize the cost of replacing the back glass of your iPhone if you didn't purchase AppleCare+. This is why I never buy an iPhone without adding an AppleCare+ plan immediately.
Schedule an appointment at your Apple Store Genius Bar to have the back replaced and you're just going to have to bite the bullet and pay the price --> iPhone Repair & Service - Apple Support
DO NOT go to some iFixit kind of place to have this done. They don't have access to authentic Apple parts and if you do let someone else replace the back, you'll void your warranty with Apple and they won't ever touch an iPhone which has been tampered with by someone.
