What data or Apps are you attempting to synchronise - and how?
Assuming that your iPad and iPhone are signed-in to iCloud with the same AppleID, ensure that you have enabled the Apps and Services that you wish to synchronise via iCloud on both devices:
Settings > [Your Name / AppleID] > iCloud - enable Apps and Apple Services as required
