I was just resetting all setting on my iPhone using the “reset” option in my iPhone setting. After that, I try to open AppStore cause I want to browse games. Then there’s popup about personalised ads and the button was greyed and can’t be pressed.

Go to Settings/Privacy & Security/Apple Advertising/Personalized ads to turn it on or off. If you can’t turn it on that may mean you have a business or school email account on your phone, it is under Parental Controls, or it is controlled as part of a Mobile Device Management (MDM) plan.

Turns out I have vpn on that list and that what caused the issue. The issue is solved now, thank you.

One place to check for MDM software is at Settings > General > VPN & Device Management. If you have anything listed there, it is being managed. In some cases you may be able to remove the MDM profile, but most of the time this is prevented and you will need to contact the company that installed the profile.
