Am not able to turn on personalized ads on my iPhone 15 and am not able to download anything from play store when try it tells I turn on personalised which trying but I don’t have that option, and I don’t use any vpn, nor school email what can I do please?

What happens if you tap either of those "Turn On" or "Turn Off" buttons? Are they unresponsive? If so, try restarting your iPhone, then go to Settings -> Privacy & Security -> Apple Advertising and toggle the setting for Personalized Ads there. Then see if that stops that message from coming up.

Try charging your phone. It could be it is running in low power mode.
If an app or feature on your device is not working, not appearing, or is restricted (grayed out, as yours appear to be), a frequent reason is it may have been disabled using Screen Time, or by an IT administrator if you are using a device owned by an employer or educational institution.

Tap Settings > Screen Time > Content & Privacy > scroll to Allow Changes and turn on.
- If the device is managed (Settings > General > VPN & Device Management), contact the IT department that is doing the managing.
I have never had personalized ads (referred to by Apple as "targeted advertising") turned on in any of my iPhones and have never had a problem buying and downloading apps or other content. Can you post a screenshot of the error message you're seeing? (Obscure any personal information such as your Apple ID).
