Personalized ads can be controlled in Settings/Privacy & Security/Apple Advertising. If you can’t turn it on there are 3 possibilities:
- Settings/Screen Time/Content & Privacy Restrictions/Apple Advertising - set to Allow
- Parental controls can override the setting on your phone
- If you have a business or school email account on your phone or your phone is under MDM the account administrator can override the setting on your phone
