iCloud+ Storage Plan- change payment method

I have iCloud+ storage subscription and I need to change the payment method. I have changed the payment method in my phone settings, but this does not change the credit card on file with iCloud+ storage. When I go to settings> purchase history, I am sent in circles and there is no place which allows me to edit/change/update the payment method. I tried this process on my iPhone and my MacBook. It is very frustrating and I am ready to move all my storage and cancel the subscription- this is a simple task that should be easy.

The subscription doesn't have a payment method specifically associated with it, but will be charged to the first working one when it comes due. If you haven't already, click here, follow the instructions, and see the Learn More section.

I double-checked the card listed in that settings location, which is also linked to my Apple Pay, and it is not the card being charged for my iCloud+ storage payment. I am also very annoyed that the iCloud+ subscription does not show up under the subscription list either and it appears that I cannot reach anyone directly that can fix the problem.
