Why is it impossible to create an Apple ID?

I gave my daughter an iPad but have now spent over three hours trying and failing to create for her an Apple ID so she can use the app store.


We have tried on the iPad itself and then on a windows PC, and on a laptop and an an Apple mac pc.

For the authentication part we have tried different email addresses and different mobile phones...


...when we get to the end of the process there is an error message that just says: "Yeah, nah, we're not going to do that for you."


And that's it, no error code or hint or clue about how to fix the problem. We have tried through iTunes app and apple music app, we have tried the 'createappleid' webpages and the iCloud webpages and ZERO success.


We're not, as far as I can see, doing anything wrong but it just refuses to let us create one.

Was it a new iPad that has never been associated with an Apple ID, or an iPad that was associated with a previous Apple ID? If it had originally been linked to an Apple ID, you will need to sign it out of the original Apple ID, using that ID and password. You can first unlink it from the device list from a Trusted Device signed into the original Apple ID. If that was the issue then you should be able to Create a New Apple ID and sign in. Also when you are attempting to Create the New Apple ID, make sure you are not using anything that was connected / associated with another Apple ID (no email address, no ID, no phone number).Also make sure she is not under the age to have her own Apple ID. There is a specific process for creating an Apple ID for a child.
