I did everything I needed for my phone that had bee stolen but I didn't have enough iCloud storage so all of my photos are not on the cloud. I just got iCloud+ on my MacBook now but the photos from my iPhone still not on;

Wow, that sounds harsh.. I dont think theres much chance of the thief loggin in wifi and syncin since it could give away location...
seems like a good oportunity to start again. Sorry for your loss anyway
Anything not synced to iCloud, or items not backed up, cannot be recovered
