How to fix persistent Mobile Data issues on iPhone SE

My phone keeps losing internet access and a POP UP says Mobile Data is off. My account is current with the carrier. I keep rechecking Airplane mode and unchecking along with the same for WiFi. I get in back for a few minutes than cycle starts again. I also restarted phone numerous times. Not sure of next steps? iPhone SE
