I am incredibly aggravated at the waste that this results in. I do not want to be forced to throw this away and be forced to buy a new iPad, just to download an app that I need.
Is there another way to install an app on my iPad other than the app store?

Do you have other newer Apple devices - upon which you have enabled Advanced Data Protection or have or Account Recovery features? If so, all devices using your AppleID must be capable of running iOS/iPadOS 15 or later.
If you intend to continue use old devices that are not capable of meeting this requirement, such as your iPad4, you will need to disable both Advanced Data Protection and Account Recovery. When disabled, you'll be able to continue using your iPad4.

Apple won't allow us to log in because the iOS is too old.
iPad is at iOS 10.3.4, and is "up to date".
