There is an AirTag in my car. I hear it but cannot find it. I get messages saying it’s there also. My question is what can I do to stop the owner of this planted tag from following my movements

Only by finding the AirTag.
You can turn off the FindMy network switch on your phone to at least keep YOUR phone from relaying position reports; but the tag’s position will still be reported by other nearby iPhones.
