Cannot cancel subscription
keeps saying cannot connect, have already tried everything including vpn and turning off wifi and using links from the Apple website nothing works

Make sure your date/time is correct - If you can't connect to the App Store or iTunes Store - Apple Support
If you have any other devices, try those - Cancel a subscription from Apple on other devices - Apple Support
Failing all that, I'd contact Apple Support as soon as you can for assistance canceling the subscription:
- Call Apple at 1-800-MY-APPLE or Apple Support at 1-800-APLCARE (USA)
- Chat using the Messages app on your iPhone or Mac. Make sure to use Safari to open the link.
