I can not push send button when using messages in landscape mode on my IPad Pro. The tool bar blocks it and I have to go to other mode to send.

Below the space key of the Floating Keyboard you'll see a horizontal line; this is a drag-handle; simply touch and hold the handle, then drag the keyboard to a different position on the screen.
You might alternatively restore the new Floating Keyboard to the normal on-screen keyboard presentation; use the two-finger “zoom” gesture (i.e., the reverse of the two-finger “pinch”).
