apple support I been trying for a week now to get my Apple Pay Cash from my stolen devices and i can’t find a way can you guys help me get into it without verification code?

If you can’t recover access to the Apple ID, then you’re indistinguishable from somebody trying to scam that access and that money from that Apple ID.
Follow the Apple ID recovery process, and also migrate the cellular plan and its number to a replacement device.
