Can't Delete Folder from Deskstop
When I try to drag an empty folder to the trash, I get the following alert: The operation can’t be completed because “Blank” needs to be downloaded.

Sounds like it is tied to iCloud or some other third party sync software like: OneDrive, GoogleDrive, BackBlaze or DropBox
Command i will open the Information pane, for more clues about the complete path.
