To use Touch or Face ID requires a passcode first. Setting a passcode cannot be skipped. This is because the passcode will be needed if the phone is restarted, to update, etc.

If you don’t remember the passcode you set you’ll need to erase using a computer to erase the phone footing the steps at If you forgot your iPhone passcode, use your Mac or PC to reset it - Apple Support

shoeluvr13 is correct. You could NOT have ever set up Touch ID without first setting up a passcode. And remembering the passcode is VERY important as there are always times you have to enter it, even with Touch ID. You just don't remember it, or didn't believe it was very important, but it is VERY important.

You'll have to follow the directions shoeluvr13 provided to erase your iPhone using a computer.
