I am unable to add payment method, the options stays greyed out

i was just trying to download an app from the app store that you have to pay for but it started telling me i need to add a payment method but if i tried to click it it wouldn’t do anything. i went to my setting and i tried it there and it’s not saying anything. i even turned of family purchase sharing. i try to click add payment method but it stays a light gray and doesn’t do anything. i do yknow what im doing wrong?
