You can check under emergency options>medical id to get the persons personalia. If there is nothing there that can help you contact them, you should hand over the iPhone to the local police of the lost and found office of the municipality

if there is no contact information all you can do is hand it in at a local police station or at the lost and found office and hopefully the iPhone gets home to its owner!
