When trying to select the three-dots menu in a Photos album, my iphone 6s froze for a few seconds, then was working again. But after that, the “add photos” plus icon usually at the bottom of the album isn’t there, and I can’t rearrange photos within any albums either. I’ve tried restarting my phone multiple times, and nothing has changed :(

Which album are you looking at?
As you probably know, you can only add photos to the standard albums you have created yourself. Other albums will not show the "+". And you can only rearrange your own albums by dragging the photos into another position. All albums that are automatically created by photos for us are having a fixed sort order are populated by Photos, based on all photos in our library.
As a test, try to create a new album. Does it show the "+"?
