TextEdit cannot insert Table and horisontal line

Are you composing a rich text or plain text document. You need rich text for those things.

Did you change the format as PRP_53 showed in the screenshot. You previously mentioned Settings which is not the place to change existing documents. The Format menu is the place.

A pre-exiting txt file that is in Plain Text Format would not have the ability to insert a Table

Example below of Plain Text formatted document

But in that same Plain Text Document it can be Changed to Rich Text Format

Therefore the Insert Table is available
