iCloud data recovery permanently deletef files

Like a month ago when I look at the iCloud data recovery section i could see all my permamently deleted filed names but now i couldnt see new deleted files. When i searched the internet it said you cant recover permamently deleted files but i was able to see my permamently deleted files 1 month ago i am hundred percent sure about that how does this happen?

Unable to recover deleted files from Mac's iCloud I accidentally deleted important files from my iPhone’s Files app, and they also disappeared from my Mac’s iCloud Drive. I checked the "Recently Deleted" folder, Trash, and used the "Restore Files" option on iCloud.com, but could not find them. I do not have a Time Machine backup. Those items were not yet permanently deleted.

Permanent means permanent. Those items are irrecoverable.

Yes I understand but when i deleted some files like a month or 2 months ago it showed on data recovery. Why did this happen?
