Apple has no equivalent to Visio because Apple is not in the Microsoft application clone business.
One can do rudimentary diagramming in Apple's Freeform, but there are no specialty libraries that allow you to extend that design content.
The free LibreOffice suite (an MS Office clone) can open rather complicated Visio diagrams dating back to Visio 1.0, but it is not a Visio clone, nor can one generate Visio content from it.
There is a free online solution at draw.io/app.diagrams.net that allows you to create intricate designs online with several selectable shape libraries available, then export in various file formats to your cloud choice, or local drive. Think of this as a superset of Visio.
Microsoft Word in Office 2021 for Mac/ Microsoft 365 has several categories of SmartArt that one can insert into a document, but this is not a full Visio treatment.
