Cant disable face ID

My face ID is broken as my face ID crystal is shattered. As such I would like to disable face ID for things like saved passwords. However, when I try to turn off face ID in settings, it prompts me to use face ID. When it doesn’t work, it does not prompt me to use my passcode instead. It simply cancels the prompt. Because of this, it is impossible to turn off face ID and I cannot access any of my saved passwords. How can I turn off face id?
