"The time zone can. not be set manually due to device restrictions" iPhone iOS17.4 bug

We are traveling across the Atlantic in a cruise ship and have to manually set time to match the ship's official clock as we cross time zones without cellular networks. We have wifi through the ship. I have screen time Content and Privacy Restrictions turned off. Under General>Date & Time the "Set Automatically" is greyed but toggled on, and the Time Zone indicates a continuously spinning dial. There must be some way to force iPhones to allow manual time zone setting for world travelers who have no access to cellular phone networks. This aggravating issue reduces our apple devices to useless with the inability to set the correct time on the iPhone and also paired Apple Watch. What use is a watch that you can't set to the correct time manually? Apple must realize there are many places on the planet that don't have 24/7 broadband connectivity where work still has to be done.
