My mother in law tried to reset and update her MacBook Air. It wont install High Sierra. the internet is connected and ive reset the time to the current UTC. Disk utility won’t let me do anything. Please help.

Apple's Recovery servers have been flaky. Reboot the router. Try to disconnect ethernet and use only Wi-Fi (or vice versa). Or download High Sierra and make a bootable installer. Not enough input for a more detailed answer.

Apparently, Apple is no longer offering some older operating system downloads, including High Sierra. See if you can obtain a copy of the High Sierra installer on the internet. Then, be sure to save it for future reuse if needed.
