My daughter’s iPhone 12 screen has started flickering and flashing with green block stripes across it.
is this the screen failing or is it an other issue? It is getting worse and at times the full screen goes bright green.

It can be screen failure, yes. But first try and force restart the iPhone to see if the issues persist
Press and quickly release the volume up button. Press and quickly release the volume down button.Press and hold the side button until you see the Apple logo.
If a forced restart is not working the chances are great that it is a screen failure
