Mac App store is broken - unable to review apps that i have

The support links you provided deal with physical Mac products like the laptop, phone OR problems with a specific app and it's development team (not the App store itself).

It is what it is. Apple is still pretty good but i was hoping to review a product. I wont double buy

As the Apple Apps Store is built into the Operating system

Sometimes, one needs to be creative when sending Feedback

Choose macOS as the Category >> Feedback Type >> " Other "

I do not know why so can not help in that regard

Then have a few suggestions ;

Start now and open an Apple Support Ticket as they are PAID  Apple Employees to deal will these types of issues . 

 Product Feedback - Apple and make it known to Apple regarding this ongoing issue

There are significant technical differences between a Mac App Store app and an app purchased elsewhere. These differences may affect apps differently. So your review, had it been allowed, could have been invalid.
