You don't, because you can't. If the phone was not properly prepared for a new user and you don't know the owner who originally set up the phone, there is NO way for you to unlock it. Apple won't help you because you won't have the original purchase receipt with the iPhone serial number on it. No one can help you except whoever originally set up the phone, but no one can tell you who that was as Apple certainly won't.

Return the phone for refund. It's totally useless to you. If you can't get your money back, recycle the phone responsibly.
