Why does my iPad keep asking to join my iPhone's hotspot repeatedly?

I have an iPad I use while playing music. This iPad is not on my cellular data plan. So we hook up to to WiFi or use a hot spot. If I’m not hooked to WiFi. Why does my iPad keep asking to join my phones hot spot. Even after I’ve joined ten times? And approved it on my phone. The phone never leaves the iPad area. Also. Will the iPad stop asking if I’m hooked to WiFi? FYI. My phone has the latest iOS.
