I sent *69# from my cell phone. What does that do? Do I need to turn it off? How do I turn it off?

Those are short codes and are not iPhone specific. Those codes are carrier specific. To answer your question, *69 is a code that is used, with some carriers, to redial the last incoming call or outgoing call number. It is a one time use code and does not need to be canceled or turned off.
