I am running short of storage on my Macbook Pro and was deleting old movies I made in iMovie. Final Cut Pro opened while checking the Imovie Librarie, then Photos randomly opened but is missing ALL of my Photos and Videos.
Going back to iMovie, all my albums are still there in my current project in their albums but they are missing from the Photos app. How do I relink the library to the app?

It may be that you are looking at a different Library. Try this:
Close Photos
Option-clilck on the Photos icon
You should get a dialog like this:
I have a number of Libraries.
You may have inadvertently created a new empty Library and are seeing that. This list should show all the Libraries that Photos sees, and you may find your Library with your pictures here.
If Photos has lost the Library, you might use Finder to search for files that have a ".photoslibrary" suffix. It will show the path to whatever libraries it finds.
While it seems most likely to me, this may not be the problem. Let us know what happens...
