That's odd! It's hard to suggest anything without details. Did you create these on your Mac? Did you look in the Projects section by clicking on the little arrow?
Did anything change with your computer after you created these projects? Is there anything else odd going on?
Is this your only Photos Library? You can check with the Library Chooser. Close Photos and option-click on the Photos icon to get the Chooser:
to see all your Libraries and their paths.
I'm afraid there's not much else to suggest without more information…
