The Apple translation doesn’t work anymore. It was working but now it says something about loading chosen languages offline if I wish and when I choose to do so it still doesn’t work, and I do have internet access. I am here on work in France, was depending on the IPhone translation, and really struggling.

Zevnik ~ Apple's iPhone User Guide says: "If your iPhone isn’t working as expected, you can try restarting it by turning it off, then turning it back on. If turning it off and on doesn’t fix the issue, try forcing it to restart.":

Is it a strong signal? ...I ask because your iPhone 12 could be 3½ years old and its original battery weak. So...
Does your iPhone 12 still have its original battery?
And what's the Maximum Capacity % here?...
