Contacts not syncing with iCloud because they aren’t in All iCloud List

Trying to troubleshoot why my iPhone Contacts don’t all show up on iPad and noticed they don’t show all show up in iCloud either. Following suggestions on the numerous threads here with the same problem, I checked Lists in my Contacts. All Contacts has 1402 entries but All iCloud only has 748. I assume this is the problem, but how do I get the other 648 contacts into All iCloud? Is that going to solve my problem of not seeing all Contacts on iPad? TIA

Those contacts are probably coming from other services such as Google, Yahoo or your email provider. In Contacts on the iPhone, display the lists and you should see which services are using the contacts functionality. On your iPad, make sure those same accounts (Google, Yahoo, etc.) are activated in Settings > Contacts > Accounts.
