Move app from iPhone to iPad and not lose my progress data

Whether or not you can do that depends on how the game developer sets things up. If the game has you set up an account, you may be able to download the same app onto your iPad and log back into it using the credentials you used on your iPhone. Some apps allow syncing through Facebook, and some through iCloud.

The best thing to do is to contact the developer.
