I’m trying to change location services to Instagram App but the app does not show in the location services list. i restarted my phone, deleted and redownloaded the app &’ nothing.

Instagram itself doesn't necessarily require location services to function, but it offers several benefits when enabled:

As far as I know there are no location services associated with Instagram. As SravanKrA correctly suggests, Instagram is NOT owned by Apple, so feel free to contact them and ask them why.
