Accidentally downloaded a paid for app with insufficient funds

Accidentally paid for a paid for app with insufficient funds and so I just deleted the app. After that I tried downloading the free app I meant to download but now it’s asking for the money for the app I didn’t mean to download. I’m confused, like how does the app even let you pay for an app with insufficient funds in the first place

You now have a defaulted payment and your account has been frozen. You will need to speak to Apple Support.
