Apple Music's Import Settings are not sticking

I'm having trouble with Apple Music's Import Settings. I'm using the Services "Add to Music as a Spoken track" through TextEdit and want the file to be imported as an MP3. When I saw they were going in as M4a, I went into settings, changed the Encoder to MP3. HOWEVER, when I used the add to music as a spoken track option, the file was m4a and when I c checked Import Settings, they were back to AAC encoder.

So how do I get the Import Settings to stay on MP3? Not every device I have will play an M4a and I do not want to have to use Audacity to change an m4a to an mo3 every time I do this.

I notice the Import Settings will stay mp3 UNLESS I use the services option to add to music as a spoken track. Is there another thing I need to do first? Keep in mind that I am blind and if it is a technical explanation, please make it as clear and concise as possible. Thank you.
