I can take pictures and send them to friends who have Iphones. However, when I try to send them to a droid phone, it keeps stopping during transmission. I can turn the Wifi on my phone off and the 5G or FTE network kicks in and will allow me to send them to the droid phones. It only happens when I'm on any Wifi.

“Send” … how? Perhaps using the Messages app?
If so, sending pictures to Android phones using Messages requires MMS Messaging, which is administered by your cellular carrier. MMS requires both the following:
