How to Recover lost photos from iCloud after getting a new iPhone?

I broke my phone and it doesn't work anymore so I got a new one and signed in but I lost my photos and I don't know how to get them back because I cant use my old phone because its broken

If you were using iCloud Photos, your photos will download again on your new device when you sign in and enable iCloud Photos.

if you did not use iCloud Photos, you’ll then need to set up your new device using the backup of the old device
