How to fix partial Handoff features on iPhone and iPad

I have an iPhone 13 running iOS 17.5 and my iPad is running 16.7.3. My handoff features are only partially working. I can handoff just fine iPad to iPhone, but it doesn’t work iPhone to iPad. I have made sure they are both on the same Wi-Fi network, I have toggled handoff off and back on on both devices multiple times. The iPad just won’t pick up whatever I’m doing on iPhone. None of the handoff features work. Any ideas?

They are both signed into my one appleid evidenced by the fact that handoff from the iPad to iPhone works flawlessly. It’s just iPhone to iPad that will not work.
