I have bought couples of movies with audio French language.
when watching it, it was only in English . I always take screen shot before purchasing a movie to make sure it is clearly mentioned in French….. and somehow, some are not.
why?

Please note that movies may mention an original audio. That doesn’t have to be included for your country or region. Some movies get a dubbed track only in a certain country or region. See the separate Audio header for included language tracks for your country or region. This is decided on per movie and per region, by the supplying studio, not by Apple.
It may be more differentiated for TV shows in e.g. Canada or France. Often there are different language editions as separate store items. The French edition wouldn’t have English audio, and the English edition wouldn’t have French audio. If you accidentally purchased the wrong edition, then contact the iTunes Store staff to help correct that.
For more specifics, please mention the movie titles, and the country or region that applies to your Apple ID account.
