that depends on what you mean by "locked".
if it is just a matter of a forgotten password, please see If you forgot your Mac login password - Apple Support.
but if we are talking about a forgotten firmware password, you need to take the Mac to your local Apple Store, along with proof of purchase which MUST be in your name, and have them remove the firmware password from your Mac.
