Is there a way to start a new apple id without losing data (subscriptions, purchases, etc.) from one I am now using?
My current one has email address aliases from my late husband, and I can’t delete them. They are getting spam emails.

Don't create a new Apple ID. Change the email address on the one you're using now:
Change your Apple ID - Apple Support
All email addresses get spam.
Transfer data from old AppleID
