Bookmarks on Safari iPad Mini not syncing

I have multiple Apple devices (MacBook Pro, Mac Mini, iPad Mini, and several iPhones), and they are all synced with iCloud and have been for some time.

Recently, after the iOS 15.8.2 update on my iPad Mini, Safari bookmarks stopped syncing. It seems that the iPad bookmarks are orphaned; no changes on the iPad Mini or elsewhere take place.

I turned off iCloud Safari on the iPad, waited a few minutes, and turned it back on. No luck.

I logged out of iCloud on the iPad and logged back in. No luck.

On my MacBook, I exported all bookmarks and deleted them from Safari. I then imported them back. Still no luck—nothing on the iPad Mini, but all the other devices are fine.

Does anyone have any suggestions?

Again, the problem started after the 15.8.2 update, so I am guessing that's the cause.
