Can I fix my disabled phone with an iPad instead of an MacBook

My iPhone is unavailable and I have no MacBook but I have an iPad that will connect to my phone

No that won’t work you need a Mac with the finder to restore the iPhone or Pc windows 10 with iTunes 12.13
