How to use the same Apple ID without transferring data to new iPad?

I’m getting a iPad soon but I do not want my photos to take up any storage that’s from my phone . I honestly wouldn’t mind just starting fresh with nothing synced to it . Would this be possible to do while still using the same Apple ID?

When you log in with your Apple ID just make sure you don't have anything turned on under settings/ your name at the top/ iCloud/ "show all". Make sure all that is turned off and nothing will sync.

If your photos are in iCloud they will sync with your iPad, but only in iCloud not on local storage on your iPad
