Wondering where you are turning off Spoken content, as it seems it is only off temporarily.

Try checking in Settings> Accessibility > Spoken Content ... check what features are turned on, and turn them off.

If you have Voice Over turned on:

To turn VoiceOver on or off, do any of the following:

• Go to Settings  > Accessibility > VoiceOver, then turn the setting on or off.
• Use Control Center if you’ve added it there.
• Use Accessibility Shortcut if you’ve set it up.

Siri: Say something like: “Turn on VoiceOver” or “Turn off VoiceOver.” Learn how to use Siri.

If needed: You may want to try restarting your iPhone (deletes temporary files, re-establishes connections, may update recent setting changes, often restores order if something is not working as expected.
