What grid is the pencil tool in the automation window snapping to for velocity?

It has a mind of it's own. It snaps to a grid of its own making. I don't understand why it doesn't work the way snapping does for all other automation:

• snap to the global grid if snap is enabled for automation.
• don't snap if snap is not enabled for automation.

Does anybody else experience this? It makes it difficult to edit velocities you want to affect and not innocent bystanders. I find it very frustrating.
