I'm not entirely sure what you mean. I live in North America. The 1980s never ended here. None of those fancy mobile payment options that everyone else has in the world will work over here. It's kind of funny when we get international students from Asia who get here and try to pay their rent with their phones. We just laugh and say, "here, let me show you how to write a cheque".

You may be able to pay using the Apple Developer app. But I'm not sure about that. It depends. The payment goes through your Apple ID, using whatever payment method is configured with your Apple ID, assuming said payment method works for a developer account.

But not always. Many people report that various "alternative" payment methods don't work for the developer program. My assumption is that since you'll be releasing apps, Apple has some level of anti-fraud protection. It seems like they don't accept various kinds of gift cards, debit cards, pre-paid cards, etc. Only major credit cards. Unless you're in India, where major credit cards can't be used for subscriptions, then you can use a gift card. Maybe. Does that make sense? It shouldn't.

Plus, if you're in Russia, there's a whole different level of political hoops to jump through. I strongly recommend contacting Apple Developer support directly. I'm just guessing.

In this Developer forum post, someone suggests you can use the Developer app to pay. I don't know if that will work.
